It is suggested that a multifunctional complex will be located at the north-west ending of Kotlin-island on the territory of fort Reef. The complex will include a 100-meter monument to St. Andrew the Apostle by sculptor Albert Charkin, a branch of the Russian Navy museum, a modern yacht-club with marina for ocean-class yachts and a hotel for 250-300 residents with all the necessary services. The renovated fort Reef will perfectly compliment the Russian Navy museum exposition. Navy parades and ceremonies will be held on the square in front of the monument to St. Andrew the Apostle. The yacht-club and hotel buildings are supposed to be located on the foreland by marina, together with a small aqua park and a sea-view restaurant.
